NASA announced plans today to build a permanent base on the moon by 2024.
“With such an outpost, NASA can learn to use the moon’s natural resources to live off the land, make preparations for a journey to Mars, conduct a wide range of scientific investigations and encourage international participation,” the agency said in a statement.

Re: NASA's lunar base plan: permanent base by 2024
Wed, December 6, 2006 - 7:19 AMIf this lunar base project were being done with the same speed as the Apollo program, it would be up and running no later than 2015. But more likely, this moon base won't happen until much later than 2024 or maybe not at all. If the space program were as popular as American Idol, then we'd have a lot of progress in this area.
